Energy management system certification process of GB/T23331-2009 energy management system certification program
According to the principle of voluntary application of the enterprise, the enterprise can through the third party certification form, to the customer and society related to certify its energy management system validity and compliance.
Enterprises to establish energy management system and conducted 3 months of trial operation, the completion of the internal audit and management review, confirmed the energy management system performance, can put forward to apply for certification. The specific procedures including:
1）能源管理體系認(rèn)證申請
1) the energy management system certification application
提交書面申請書，并按要求提供能源管理手冊、手冊條款對照表、程序文件清單、能源管理內(nèi)部審核報告、管理評審報告、能源利用狀況報告（包括近期單位產(chǎn)品能耗指標(biāo)等）等相關(guān)信息。
The submission of a written application, and according to the requirements to provide energy management manual, manual provision comparISOn table, program files list, energy management, internal audit reports, management review report, energy use status report (including the recent unit product energy consumption indicators) and other relevant information.
2）簽訂能源管理體系認(rèn)證合同

認(rèn)證機(jī)構(gòu)評審申請資料，與符合要求的申請方簽訂能源管理體系認(rèn)證合同，確認(rèn)雙方的權(quán)利和義務(wù)。
The certification body accreditation application data, sign the contract energy management system certification and meet the requirements of the applicant, the confirmation of the rights and obligations of both parties.
3) the implementation of a phase of energy management system certification audit
認(rèn)證機(jī)構(gòu)指派的審核組對申請方實施能源管理體系一階段審核，評價企業(yè)能源管理體系的實施程度是否為二階段審核做好準(zhǔn)備，能否接受二階段審核，并提出一階段審核意見。

4）二階段能源管理體系認(rèn)證審核

申請方針對一階段審核意見完成相應(yīng)的整改，一般情況下不超過6個月。認(rèn)證機(jī)構(gòu)指派審核組對申請方實施二階段審核，評價企業(yè)能源管理體系的實施和運行是否符合GB/T 23331-2009《能源管理體系 要求》、企業(yè)能源管理體系認(rèn)證實施規(guī)則、國家相關(guān)法律法規(guī)的要求，決定是否向認(rèn)證機(jī)構(gòu)推薦認(rèn)證注冊。

The accrediting agency sends the audit team to implement the two stage audit of the applicant, the evaluation of enterprise energy management system implementation and operation is consistent with the GB/T 23331-2009 "energy management system requirements", the enterprise energy management system certification implementation rules, national relevant laws and regulations, decide whether to recommend certification registration certification bodies.
5）評價注冊
5) evaluation of registration
認(rèn)證機(jī)構(gòu)就審核組提出的審核意見，對審核材料進(jìn)行評價，決定是否注冊。

6）能源管理體系監(jiān)督與再認(rèn)證
6) and energy management system certification supervision
能源管理體系認(rèn)證周期為三年，認(rèn)證注冊后自現(xiàn)場審核日起，每12個月內(nèi)申請方應(yīng)接受至少一次監(jiān)督審核以決定認(rèn)證證書是否能夠保持注冊，認(rèn)證周期滿前三個月如需繼續(xù)認(rèn)證，申請方可提出再認(rèn)證申請。
Energy management system certification period of three years after registration, certification from the site audit date, the applicant should receive at least one surveillance audit to determine whether can maintain the registration certification every 12 months, with three month before the certification period continue to be certified, request to be re presented certification application.
